Yes, Passpack is an online password manager, the great thing is though that we can't read what people store on our servers. We so all the encryption in the browser before the data gets sent to the server. It gets sent *without* the encryption key, so we're not able to "peek" inside. The Desktop version serves primarily as a way to make sure you have your stuff even if the internet connection fails.

There is no need to disable the sync in Passpack Desktop. It doesn't sync automatically - you have to specifically push a button and tell it to sync. 

So you can use it to backup your online account, or on it's own as a 100% offline password manager. Or you can do both as you can manage as many accounts as you like with it (so I can have the backup of my online account, as well as a fully offline account ... and I can have as many of each as I wish).
