One can easily get a PC running Windows XP to surf internet, and read documents at just 15,000 odd bucks. The PC that I tried to configure was for doing everything that you may like to do with your system, keeping the cost to the minimum possible. The system that I configured can run Crysis too, at very decent settings, which is the most demanding game this time, and is a benchmark for all the latest hardware in the market.
