Microsoft offering an industry partner program for all companies that offers Visual Studio tools or products that can be either integrated into Visual Studio. Microsoft Visual Studio 2008 industry program also includes companies or developers who produce development products for SharePoint. The Visual Studio Industry Partner (VSIP) program offers direct access to extensive technical resources, previews of upcoming technologies, and support for developing products that integrate with Visual Studio. Developers also gain access to a wide range of co-marketing activities to help you promote your solutions to Microsoft developers worldwide.
Microsoft Visual Studio industry partner program offers three levels of membership

Affiliate Membership: This free level enables developers to generate Package Load Keys (PLKs) and Shell Load Keys (SLKs) through the members portal.

Alliance Membership: This level is focused on technical enablement for companies extending Visual Studio. Annual fee: $3,000/year (three-year contract)

Premier Marketing Membership: This level includes all of the benefits of the Alliance level, plus deeper technical, business, and marketing benefits. Annual fee: $10,000/year (three-year contract).
This program is open to companies of all sizes – everything from Fortune 500 companies to three guys sitting in a small room and developing tools that can be integrated into Visual Studio. If you are not developing products for Microsoft Technologies then you can join this program.
